My read is that it's doable as a single-province amendment that only requires federal + provincial approval, but the stars don't seem to be aligning on allowing for that. The best bet would be a time when non-conservative parties are in power in both Ottawa and at Queen's Park, and that doesn't happen very often.
Are there any updates on Toronto pursuing Charter City status?
